The most common cause on a modern combi is a boiler oversized for the property's actual heat demand, so it satisfies the thermostat almost instantly and shuts down before settling into an efficient run. Restricted circulation from a partly closed valve or sludge build-up can produce the same pattern by tripping a safety cut-out repeatedly rather than a genuine demand satisfaction. A poorly sited thermostat near a heat source can also cause premature shut-off unrelated to the rest of the house's actual temperature.
